The budgetary adjusting is carried out by a transmission the local budgets of financial means to which behave: part of federal taxes and taxes of the Moscow area in accordance with the ratified norms; grants and facilities, selected from federal and regional budgets, and also financial backing of municipal educations fund; facilities on mutual calculations from federal and regional budgets.

Differentiating of plenary powers on questions of introduction, establishment and order of put of own taxes is set an agreement between municipal educations, containing: list of plenary powers, transferrable in a contractual order one municipal education other; norms of deductions from the own sources of profits of local budget, transferrable one municipal education other.

Agreements include the mutual obligations of sides on , to the terms and quality of executable works, to the stages and sizes of financing, to the sizes and terms of allotting credit, privileges, indexations of payments from inflation and other terms.

Will consider the features of finances of the closed administrative-territorial education (BUT), being administrative-territorial unit. BUT is in a conduct federal public authorities on questions:
