Subventsii is selected local budgets on a certain term and subject a return in the case of violation of their having a special purpose use. They are given for realization of investment projects and having a special purpose programs. Investment projects and having a special purpose programs of development of municipal educations are subject obligatory consideration and approval by Advices in accordance with established procedure. By basis for the grant of from a regional budget there are the having a special purpose programs of socio-economic development of the Moscow area or municipal educations, concerted with administration of the Moscow area, with an economic ground and laying out of expenses on the years of realization.

The volumes of charges on every having a special purpose program in a regional budget are foreseen a separate line with the selection of current outlays and charges of development.

Transferty are the form of grant the local budgets of financial help from a financial backing of territory fund. The sizes of are set as a stake of municipal education in a financial backing of municipal educations fund in a regional budget.

The charges of local budgets are divided by two part: budget of current outlays and budget of development of municipal educations.

In the budget of current outlays of municipal educations charges join on current maintenance and capital of housing and communal services, establishments of and public welfare, education, culture, physical culture, sport and other charges, not plugged in the budget of development.
