The special role in functioning of state finances is played by Ministry of finance of Russian Federation. It is a organ of executive power, providing of single financial, budgetary and tax policy in Russian Federation and co-ordinating activity in this sphere of other federal organs of executive power. Minfin of Russia has territorial organs.

To the basic tasks of Ministry of finance Russian FEDERATION behave:

• perfection of the budgetary system and development of budgetary federalism;

• development and realization single financial, budgetary, and currency policy in Russian FEDERATION;

• concentration of financial resources on priority of socio-economic development;

• development of federal budget statement and providing of of federal budget; drafting of report on execution of federal budget and consolidated budget of Russian FEDERATION;

• program of the state borrowings development and their realization on behalf of Russian Federation; management of by the internal and external debt of Russian FEDERATION;

• development and realization of single policy in the field of development of financial markets;

• participating in development and leadthrough of single policy in the field of forming and use of state resources of metals and jewels;

• development of single methodology of budgeting of all levels and reports on their execution;

• realization of state financial control;

• providing of methodological guidance book-keeping and accounting, and also by an audit.

The ministry of finance Russian FEDERATION executes the followings basic functions:

• prepares suggestions and will realize measures on perfection of the budgetary system, development of budgetary federalism and mechanism of interbudgetary relationships, Russian FEDERATION with the subjects of Russian FEDERATION;

• participates in development of prognoses of socio-economic development on a long-term, medium-term and short-term prospect.
