The account chamber of Russian FEDERATION carries out control after:

1) by activity of the Central bank of Russian FEDERATION, his structural subdivisions, other credit-financial organizations and part of service by them federal budget;

2) by activity of the Central bank of Russian FEDERATION on maintenance of national debt Russian FEDERATION.

The account chamber of Russian FEDERATION examines and gives conclusions on:

• to the federal budget statement, to validity of him and expense reasons, to the sizes of national internal and external debt and deficit;

• to the questions of policy and of budgetary process in Russian FEDERATION;

• to the projects legislative and other normative legal acts on questions, brought in for consideration of State Thought;

• to the projects of international agreements of Russian FEDERATIONS, drawings law consequences for a federal budget;

• to the projects of the programs, on financing of which facilities of federal budget are used.

On other questions, included in jurisdiction of the Account chamber of Russian FEDERATION, it carries out preparation and presentation of conclusions or writing answers on foundation:

• queries of President of Russian FEDERATION;

• commissions of Advice of Federation or State Thought, designed the proper decisions;

• queries of committees and commissions of Advice of Federation and State Thought;

• queries of deputies and councillors of Federation and deputies of State Thought;

• queries of Government of Russian FEDERATION;

• queries of public of subjects of Russian FEDERATION authorities.

The account chamber of Russian FEDERATION analyses the results of the conducted measures, summarizes and probes reasons and of the exposed rejections and violations in the process of forming of profits and expense of facilities of federal budget. On the basis of findings it develops suggestions on perfection of budgetary and development of the system Russian FEDERATION and them for consideration of State Thought.
