From the basic current accounts of local budgets transfer funds are produced on the current accounts of main managers of budgetary facilities; facilities on accounts in establishments of TSB RF and credit organizations on financing of capital and other measures due to facilities of budget; sums to the higher and lower-level budgets; sums on the clearing accounts of enterprises; sums of obscure receipts for on belonging in other budgets or other ; return of the profits superfluously included in a budget; of other set charges.

Transfer funds from the basic current accounts of local budgets to the current accounts of main managers of budgetary facilities are produced on the commissions of financial organs.

On the commissions of main managers from their current accounts facilities are transferred on the current accounts of jurisdiction establishments and organizations.

Financial organs and main managers of budgetary facilities present commission on enumeration of facilities in , providing timely payment of salary and normal work of budgetary establishments.

In transition on financing of charges of federal budget through the personal accounts of enterprises, recipient from a federal budget, opened in the organs of Fede¬ral'nogo of treasury, managers of budgetary facilities of on the basis of order of Main administration of treasury current budgetary accounts on the account of facilities of federal budget in establishments of Bank of Russia and credit organizations.

The organs of the Federal treasury carry out an operation on the expense of facilities of federal budget, budgetary facilities selected for managers, from opened the organs of the Federal treasury of the personal accounts, in establishments of Bank of Russia, and in the case of their absence — in the authorized credit organizations. In the conditions of financing of charges of federal budget through the personal accounts of managers of budgetary facilities, opened in the organs of the Federal treasury, by the clients of establishments of Bank of Russia and authorized credit organizations on operations with facilities of federal budget there are organs of the Federal treasury. Between the organs of the Federal treasury and establishments of TSB of Russian FEDERATION, an agreement consists the authorized credit organizations on cash service.

The organ of the Federal treasury does not conduct the personal accounts of managers of budgetary facilities in the cases when the budget accounts of these managers remained not closed in Jar of Russia or credit organizations.
